With elected officials design of content should be careful to walk a line that gives robust information without turing it into a campaign sites. Since Mayors often have a large amount of direct control a mayor's page on a city website can be used a marketing tool for the mayor which is but when it is does well it can be a marketing piece for the city which is good.
I looked 16 site for this information

http://www.tampagov.net/dept_Mayor/ This is being used a blog and while it boarders on being informational it is much closer to a campaign style of site. It gives the impression of "look how great IIIIammmmm." There is over 33 pictures of the mayor on this page and this only covers the month of Oct 2008. I would say that she is using this a tool to push her own press to help with elections.
